Victim's feeling: susceptibility

The “crime of passion” is a misconception. Of course, crimes occur that are not premeditated or planned in advance. And yes, it would be understandable to become enraged upon discovering that one’s spouse had been unfaithful. However, most people do not react to frustration, betrayal, disappointment, and powerful threats to their self-image by committing murder. The person who commits a “crime of passion” has at least in his thinking resorted to extreme measures in response to other disturbing, threatening situations.
Susceptibility comes from the prejudice that they are psychos. We do not try to compromise them, we just get frustrated.
Victims are random, we all could be the victims.
Susceptibility from the vicitims could make the situation worse.

There is then a significant difference between the “criminality” of a starving, impoverished 18th century Irishman who steals bread during a famine merely to survive and a twenty-first century shoplifter who pilfers an items when has more than enough money to purchase it and is stealing for thrills. In 21st century America, a poor citizen does not need to steal in order to eat for he has recourse to social programs, agencies, and charities that will help provide for him. There is also a major difference between a person who is starving and has no hope of working because of a lack of jobs and an individual who rejects opportunities to work but demands at gunpoint that others surrender their valuables. And a person championing a cause in which he truly believes is very difference from a person embracing a cause to exploit it and use it as a vehicle to express his criminality.
Criminals also get guilty and the frightend.
Bad backgrounds surrounding them make them do much worse.
Criminals do not want to do the crime also.
Questions: Aren't there any methods to overcome the susceptibility?
Can't we help potential criminals some money to prevent the crime?
